Regina Bypass Project

The Regina Bypass project involves the design, construction, and financing of 37 kilometres of new four-lane highway, 12 new interchanges, and 55 kilometres of new service roads as well as improvements to 24 kilometres of an existing portion of Highway 1. The contract also covers the operation, maintenance, and rehabilitation of the highway until 2049.

Shopland Projects provided senior leadership, as well as day-to-day management responsibilities, in the role of Chief Technical Director for the Private Sector team (Regina Bypass Partners) in the largest Public Private Partnership project in the province of Saskatchewan. The responsibilities as Technical Director cover the design-build phase and involve managing the interactions between the design builder (Regina Bypass Design Builders) and the Province of Saskatchewan Owner’s Engineer team.

The design-build phase was completed ahead of schedule with the final portion of the infrastructure was opened to the public on October 29, 2019. The design-build phase was also completed on budget without any disputes with the Province.

The infrastructure is now being operated and maintained for the Operational Term until 2049.
