Sea to Sky Highway

The Sea-to-Sky Highway Improvement project involved the design, construction and financing of improvements to the sole highway connecting Vancouver and Whistler in British Columbia, and the operation and maintenance of the highway until 2030. The Design Build component of the Project was completed on budget and on schedule in September 2009. Immediately afterwards, in preparation for the 2010 Winter Olympics, alternative laning configurations were installed to address the traffic requirements necessary to move the Olympic travellers.  This was followed by the operation and maintenance of the highway during and after the Olympics.

Shopland Projects provided senior leadership as well as day-to-day management responsibilities for the Private Sector team for this, the first and one of the largest Public Private Partnership projects in the province, during both the design-build and the operations and maintenance phases. Some of our duties involved managing the interactions between the overall contract with the Province of British Columbia and the design, build, operate and maintain, and rehabilitate subcontracts with direct reporting from the Quality Management and Communication functions.

Highlight:  General Manager for the private sector team for one of the largest Public Private Partnership projects in the Province of BC. Provided mediation for many issues, both between our team and the Province, as well as internally within the team.

The Province continues to hold the Sea to Sky Highway as an example of one of the best designed and operated highways in BC.
